What can I do if my mortgage company refused to allow me to apply for the HAMP program(even though I qualified for it)? They refused to offer it to me, just "because they didn't want to".

The first thing you need to confirm is if your lender or the investor who owns your loan participates in HAMP. If they don't, it doesn't matter whether you qualify or not. They don't have it to offer to you.

However, they may have their own in house or Traditional
Loan Modification
program that you can apply for. Learn more about in house programs by clicking the link on the previous sentence and see if you can ask your lender how to apply for it. They may or may not have such programs. Most lenders do have them as options for people who cannot apply or do not qualify for HAMP.

If I knew who the loan servicer and investor was, I might be able to provide a better answer. The loan servicer may participate, but the investor does not. You could get a no for that reason. This is not all bad. The in house programs follow essentially the same guide lines and are sometimes easier to deal with. You have to ask for HAMP and apply for HAMP first and then be denied HAMP -- you should receive a denial letter. Then proceed to the in house program. That should be automatic under the rules. You do not need to submit a seperate application.
